Mjollmile handles finance and merchant relations, while Rigurd's administration prepares roads, lodging, food, security, and protocol. Rimuru must balance guests who are friends, cautious observers, competitors, and potential spies without making the city feel like a fortress.

Ramiris relocates her labyrinth beneath Tempest. Her authority over the floors allows configurable environments, instant transfers, and restoration of registered challengers. Veldora becomes the final guardian and energy source, turning the attraction into a strategic shelter for the population.

The dungeon is designed with treasure, monsters, floor bosses, shops, and safety systems. It generates commerce and training data while hiding Tempest's most important defenses below an entertainment business.
