Story sequence
At Walpurgis, Clayman accuses Rimuru of manipulating events in Jura and killing fellow Demon Lord Karion. Rimuru answers with witnesses, recorded information, and the obvious fact that Clayman's agents repeatedly appear behind the crises he blames on others.
Milim reveals that she was never mentally controlled. Carrion drops the Lion Mask disguise, and Frey's cooperation becomes clear. Clayman's confidence collapses because his plan depended on everyone accepting staged appearances without comparing evidence.
The confrontation becomes a battle. Shion defeats Clayman's enhanced forces while Rimuru contains Clayman himself. A last-minute partial awakening increases Clayman's energy but not his judgment; Raphael analyzes his abilities and Beelzebuth consumes him completely.
Guy Crimson recognizes Rimuru as a legitimate Demon Lord. With Clayman gone and Carrion and Frey withdrawing their seats, the council is reorganized as the Octagram. Rimuru openly names his country the Jura Tempest Federation and claims responsibility for its people.
Motivations
- Rimuru wants Clayman removed and Tempest's legitimacy recognized.
- Guy wants a stable balance among Demon Lords and evaluates whether Rimuru can carry that responsibility.
Outcome
Clayman is permanently defeated; Rimuru joins Octagram; the other Demon Lords accept Tempest as his domain.
Consequences
- The Moderate Harlequin Alliance loses its patron but not its hidden goals.
- Rimuru gains diplomatic access to Guy, Luminous, Leon, Dagruel, Dino, and the deeper history surrounding Veldanava.
Tempest is no longer a local exception tolerated by stronger powers; its ruler now participates in the system that defines world balance.
