Story sequence
The labyrinth expands into one hundred configurable floors with safe zones, environmental challenges, boss rooms, transport gates, and an internal economy. Registered visitors can be restored through Ramiris's authority, making repeated high-risk training commercially possible.
Veldora occupies the deepest floor, both as final boss and enormous energy reservoir. Treasures and replicated equipment encourage exploration, while monitoring lets Tempest study adventurer behavior and improve traps without risking the city above.
Zegion and Apito evolve under Rimuru's naming and Veldora's magicules. Kumara, Adalmann, Albert, and other defeated or rescued beings become guardians whose specialized floors turn the dungeon into a layered command structure.
The facility also shelters research, production, and civilian evacuation routes. An enemy entering Tempest cannot know which parts are entertainment and which are designed to isolate an army.
Motivations
- Ramiris wants recognition as a capable Demon Lord and a home full of activity.
- Rimuru wants a defense that protects civilians, reveals enemy strength, and can recover friendly fighters.
Outcome
The labyrinth becomes Tempest's main attraction, training center, research site, and strategic fortress.
Consequences
- Zegion develops in isolation into one of Tempest's strongest combatants.
- The Eastern Empire later commits enormous forces to a battlefield whose rules belong to Ramiris.
The labyrinth converts the logic of a dungeon from random danger into deliberate national infrastructure.
